My gut feel would be ... significant. I doubt that much - if any - of the
existing application would be able to be reused, and the environments are
pretty different.
In addition, you have the question of where you're going to do the document
creation / retrieval, client or server. Both will have their distinct
difficulties.

This is a whole subject in itself. This would be a significant project and
would need to be designed and implemented by specialist .Net people who also
have experience with Internet security.
Needs to go to the IT department, definitely.
